The SC DOE (Jake Jacobs) was interviewed as part of our nationwide White Paper survey as to what each state is doing to improve data collection, education intelligence, accountability, assessment, etc.
 
Jake shared that SC is still in the throes of it budget shortfalls ($350M) and is awaiting funding approval for the SC Legislature regarding its next phase for its education data warehouse and in particular a Unique Student identifier system. Asked about its chances for approval and he was not real encouraging but stated "you never know!" 
 
SC recently completed a statewide federally funded "Nutrition System" and also a "Professional Certified Staff" data collection system that the SC DOE funded.
 
They are part of a pilot program by the feds called "Performance Data Base Management Initiative" (PDBMI) that allows for the federal DOE to collect data on assessment, testing, demographics, LEA data, etc. You probably know this is an early stage initiative  to eventually build a federal education data warehouse.
