Stong Local LEA Control State - Business interest
prevented state from going with one SIS along with LEA
resistance.
Multiple SIS vendors throughout the state. SASI/Pearson,
Chancery, StarBase, KeyStone Systems, two (2) consortiums operate as
BOCES type system, representing about 5ifty (50) LEAs. NJ has over
640 LEAs.
Gartner recently
did an evaluation of NJ DOE data collection capabilities and will
result in RFP for New Jersey EIMS (Education Infomration Management
System) in very near future
Newark uses SASI, Trenton and Jersey City use
SASI
Unique Student Identifier System not in place and is far
off right now in full version. Rudimentary system not fully
utilized
Has rudimentaty "Professional Development"
system
Special Ed Data is collected by SIS systems and passed up
to state. Needs single system.
Teacher Certification System and Grants management System
need improvement

"Does anyone know of any hard
data (or reasonable estimates) that get at the savings realized by
any data consolidation/streamlining/efficiency efforts by any state
education agencies? That would be savings to the
state &/or districts, primarily, and could be something like :
"Our new (teacher certification, grants management, student-unit
record, facilities management, etc) system, in its 3rd year of full
implementation, costs XX and requires YY staff hours, compared
to the cost X and staff Y required by the previous system." Or
it could be a cost-benefit calculation done prior to implementation
of a new system. Or something similar.
"I know the answer is not as
simple as the question (what is the cost, what are the savings), in
part because improved data quality adds value that is difficult to
estimate. But please let me know if you have any such
information... Thanks!"
