PROCUREMENT
PROFILE
Anne
Arundel County Public Schools has a Purchasing Office with extensive
online information about bidding and procedures. The Board has
granted the Purchasing Office the authority to award all
supplies, materials, equipment, and services.
WOMEN
AND MINORITY PARTICIPATION The Purchasing Office
encourages minority businesses to compete to
provide goods and services to the Anne Arundel County Public
Schools. The school system utilizes the state of Maryland
Department of Transportation certification program. It is our
goal to obtain an overall 14 percent goal of minority
participation in total dollars spent. You may apply for
minority certification by calling the Department of
Transportation, Minority Business Enterprise Department at
410-865-1241.
BIDDING PROCEDURES The school
district follows the following bidding procedures:
Category
I: $2,000 or less requires competition at the discretion of
the procurement officer.
Category II: More than $2,000
but not more than $10,000 requires verbal
competition.
Category III: More than $10,001 but not
more than $15,000 requires written
competition.
Category IV: More than $15,000 requires
competitive seal bid-proposal process.

The Procurement Office provides service,
information and assistance to schools and administrative
offices for all purchasing and related activities in
accordance with sound business practices, legal requirements,
and the BCPSS Master Plan.
HOW THE DISTRICT DOES
BUSINESS The District publishes a How We Do Business section of the
website. Some of the pertinent information explains purchasing
thresholds. The purchasing thresholds are as
follows:
Purchases under $5,000 School
Principals and Central Office heads have purchasing authority,
responsibility and discretion for all purchase of less than
$5,000 with few limitations. They may place letter orders to
vendors of their choice and receive invoicing. Procurement
Office advice or guidance is recommended but not
required.
Purchases From $5,000 to
$15,000 All purchasing in excess of $5,000 (except
construction) is the sole responsibility of the Procurement
Office. On biddable needs between $5,000 and $15,000, a
minimum of three written or faxed quotes must be solicited for
competitive purposes.
Purchase From $15,000 to
$25,000 Formal Sealed Bids Purchases of materials,
supplies, and services other than professional services are
accomplished according to Maryland and New Board of School
Commissioners rules and regulations. Bid lists are maintained
and all bids are formally advertised and publicly opened. The
New Board of School Commissioners makes
awards.
Purchases Over $25,000 Formal Sealed Bids
with MBE/WBE Package Purchases of materials, supplies
and services other than professional services are accomplished
according to State of Maryland and New Board of School
Commissioners rules and regulations. Bid lists are maintained
and all bids are formally advertised and publicly opened. The
New Board of School Commissioners makes awards. Awards at the
$25,000 level and above require compliance with the goals of
the MBE/WBE program of the City of Baltimore (Baltimore City
Code, Article 1, Sections 217-228, entitled Minority and
Women-Owned Business Enterprises.).
Professional
Services Procurement of consultant and other
professional services is through either negotiation or RFP
(Request For Proposal) processes on the basis of
qualification, competence, and pricing of the prospective
consultant or professional. All professional services
involving student contact and all professional services in
excess of $5,000 require a written contract. The New Board of
School Commissioners must approve professional services in
excess of $15,000.
BIDDER

being placed on the Baltimore City Public School System's
Bidder listings should complete the Bidder Application and
mail it to the address on the application.

PURCHASING REGULATIONS Purchasing
transactions are conducted in accordance with the Annotated
Code of Maryland, Education, Article 5-112, and the policies
and rules of the Board of Education of Baltimore County.
Purchasing thresholds are as follows:
Routine
Purchases Under $2,500: Prices are obtained from catalogs,
verbal quotes or historical prices.
Price
Quotations: Purchases $2,500 to $7,500: Purchasing
evaluates all requisitions and determines the need for
quotations based on the value, function or life-cycle of the
product. Verbal quotes permitted; written quotations
preferred.
Informal Bids: Purchases $7,500 to
$14,999: Purchasing has the option to issue informal bids
or obtain written quotations. This decision is based upon the
value of the purchase, its function, potential term of the
contracts, and the need to ensure vendor
performance.
Formal Bids: Purchases of $15,000 or
more: The Office of Purchasing or the Department of
Facilities issues bids for all goods or services having a
dollar value of $15,000 or more in accordance with Maryland
state law. All purchases that meet or exceed $15,000 are
formally bid. Bid notices are placed in the Jeffersonian,
Baltimore Business Journal, Baltimore Times, and Maryland
Contract Weekly.
Suppliers may initiate a business
relationship with the Office of Purchasing by downloading a Vendor Information Form and returning
it via mail or fax at
410.887.7831.
BIDDING Bids are available on
the Office of Purchasing Bid Board. The Bid Board contains the
name of the bid and the purchasing manager. Please note: Bids
are not yet available in a PDF file to download. Suppliers
will have to register with the school district to have bids
sent to them.

Overview The
purpose of Montgomery County's Department of Technology
Services (DTS) is to assist the county in using information
technology where it adds the most value and increases
productivity. DTS establishes IT standards for the county and
has project approval authority for IT purchases. However, the
actual purchasing is done through the Office of Procurement.
The Office of Procurement assists departments and
agencies in acquiring goods, services, or construction. It is,
in most cases, the place of initial contact for both agencies
and contractors to acquire goods or services. Procurement also
develops standards, prepares specifications, signs contracts,
and issues purchase orders.
Purchasing
Thresholds Less than $5,000 Individual
departments may make direct purchases up $5,000. While the
process is informal, departments are expected to preserve
competition to a practical extent.
$5,000 to
$25,000 The solicitation process is informal and does
not require public notice. At least five prospective bidders
receive a solicitation from Procurement or the using
department.
Greater than $25,000 These
purchases require a formal bidding process using either an
Invitation for Bids (IFB) or a Request for Proposals (RFP).
When an IFB or an RFP is issued, public notice is given.
If the expected cost is less than $100,000, an
abbreviated formal solicitation may be issued if it is in the
best interest of the county. With an abbreviated formal
solicitation, the notice of issuance of an IFB or and RFP is
made only to twenty-five randomly selected potential bidders,
or all potential bidders on the bidders list, whichever is
smaller.
If an IFB or an RFP fails to produce
acceptable bids or proposals, the county may enter into
competitive negotiation.

Fixed Price
Contract This contract provides for a firm price. The
contractor bears the full responsibility for profit or
loss.
Cost Reimbursement Contract Cost reimbursement
contracts provide for reimbursement of a contractor's costs
associated with performance of specified contract
requirements. This contract may, in addition, provide
reimbursement on a fixed fee provision or on a compensation
provision that rewards the contractor for
efficiency.
Mini-Contract A contract awarded through
documented informal competition for professional services.
These contracts are awarded at the $5,000-$25,000 threshold.
Multiple Award Contract The award of separate
contracts to two or more bidders for the same commodities or
services in situations where the award of a single contract
would be impractical or would not meet the total County
requirements.
Requirements Contract A contract for
goods, services, or construction covering long-term
requirements, usually twelve months or more. This contract is
used when the total quantity required cannot be definitely
fixed, but may be stated as an estimate or an estimated range.
Requirements contracts may be either exclusive or
non-exclusive.
