Nearly $27 Million
Earmarked for Kentucky Schools Gov. Ernie Fletcher
recently announced
the restoration of nearly $27 million in funding for schools, which
had earlier been identified for reduction. Funds will be used for
professional development, teacher academies,
gifted, talented and virtual learning. Funds will also be used for
the 'Everybody Reads" Ramp Up pilot project in Louisville, funding
for Kentucky schools to open this year and several other programs.

Procurement is
performed by Facilities and Planning and
Construction. The department manages over 14.5
million square feet of enclosed building space in 152 school
facilities. It maintains 3723 classrooms in 87 elementary
schools, 23 middle schools, 20 high schools, 22 special
schools. Each year the department spends between $35 to $45
million on construction and renovation projects. On average
per year, $3 million is spent on roofing, $6 million is spent
to wire classrooms to the Internet, and over $200,000 is spent
on asbestos abatement. Nearly $13 million has been budgeted
for the FY2000-01 biennium to improve the infrastructure of
schools through projects such as the replacement or upgrading
of heating, air conditioning, paving and storm drains.
The department is responsible for managing all capital
projects for construction, remodeling and renovation of our
educational and support facilities. Departmental personnel are
actively involved from the time of the district needs
assessment through post occupancy of the facilities. All
projects must go through the bid process to allow equal
opportunity for contractors and suppliers to participate. All
organizations or individuals bidding on contracts, with a
contract price in excess of $5000, derived from competitive
bidding, competitive negotiation, or non-competitive
negotiation, on construction projects for the Jefferson County
Public Schools shall be pre-qualified and possess a
certificate of eligibility issued by the district. This site

PRE-QUALIFICATIONS TO BID All
organizations and individuals bidding on contracts, with a
contract price in excess of $55,000, must go through a
pre-qualification process.
This process includes a
certificate program. The certificate shall state the maximum
eligibility amount and types of work for which the contractor
is qualified. All certificates of Eligibility shall terminate
not later than 120 days after the end of applicant's fiscal
year unless suspended or revoked. Ninety days of this period
is to permit the applicant to file a revised application, and
30 days is for the Committee's review of the application and,
if approved, the issuance of the new Certificate of
Eligibility. The Certificate of Eligibility in effect as of
the bid opening date shall constitute the basis for
determining the eligibility of a
bidder.
