The school
districts of Hawaii fall under the jurisdiction of the
Department of Education. Hawaii is the only unitary school
district in the nation, which means all of the school
districts are supervised by the department.
The state
of Hawaii offers decentralized procurement. As a result, IT
suppliers should develop individual relationships with each of
the six main islands' chief procurement officers and technical
decision-makers. State officials encourage suppliers to make
appointments in advance and to limit the meeting to current
information about the product or service.
The chief
procurement officers represent various state and local
jurisdictions and take responsibility for the procurement of
goods, services, and construction and management, control,
warehousing, sale and disposal of surplus property. They may
also establish common items of requirements contracts referred
to as price lists or price
schedules.
However, the implementation of administrative rules and policies
related to procurement is centralized through the Procurement
Policy Board, which is an autonomous board made up of five
members. The Procurement Policy Board is housed under the State Procurement Office which falls
under the authority of the Department of General Services and
Accounting.
The State Procurement Office
provides critical supplier information and posts online bid notices. Bids that are valued at
$25,000 or more must be advertised in a newspaper of general
circulation. Purchases between $1,000 and $10,000 are
considered small purchases and require no less than three
quotations and are awarded to suppliers with the most
advantageous quotation. Expenditures less than $1,000 can be
procured through procedures establish by each chief
procurement officer.
PUBLICATIONS All of this
information is available in the Doing Business with the State of Hawaii: A
Vendor Guide. It is very important that
suppliers download this guide because it contains an extensive
list of purchasing authorities, with procurement offices'
phone and fax numbers. Additionally, the guide publishes a
questions-and-answers section that has specific information
about general, everyday questions.
The state also
publishes a Public Procurement Manual that
provides the rules and regulations that govern the state
government side of procurement. Suppliers may not find this as
useful as the vendor guide, but it does have some valuable
information that may help clarify the purchasing process
itself.
BIDDING As noted above, all bids over
$25,000 must be publicly advertised and may be posted online. The State Procurement Office
posts separate notices for professional services contracts.
Suppliers can use the search engine to search by a specific
agency or category of
service.
